France v High Authority and Italy v High Authority (barèmes) were the Court of Justice’s first two judgments. Together, they inaugurated the European Coal and Steel Community’s supranational system of judicial protection, whose core remedy was the action for annulment against acts of the High Authority, available not only to Member States but also to undertakings and their associations.
